Logical Disk Manager Administrative Service fails to start

For some reason, last I know after I install a CD-RW drive, Logical Disk
Manager Administrative Service cannot startup, throwing "dmadmin.exe -
Application Error" "The application failed to initialize properly
(0xc0000033). Click on OK to terminate the application.

This should be the related error in event log:

Description:
DCOM got error "The service did not respond to the start or control request
in a timely fashion. " attempting to start the service dmadmin with
arguments "/com" in order to run the server:
{4FB6BB00-3347-11D0-B40A-00AA005FF586}


Updating the firmware of the CD-RW drive didn't help. Neither did plugging
it out, which made me doubt if the CD drive is the culprit in the first
place. Any ideas how to trace to the source of this problem?
