Logging off Windows xp

When I try to log off windows, I can't. It will let me
press the command button, but nothing happens. What is
wrong that would make the computer do that? What can I do
to fix it?

Does the computer act like it locks up or does everything
seem to continue on running?
 
Does the system act like it's hanging, or does it still
seem to respond to system commands?
