Possibly, but there are several other possibilities. It is possibile that
you are running file-sharing software and others are actively downloading
from you when you go to shutdown. Hit ctrl+shift+escape and check the users
tab to see what is going on (you must disable fast-user switching to see
this tab). If FSU is enabled, the error may be due to other logons being
active. If you have a home network, it may be another machine actively
accessing shared directories on your system.
