locking the taskbar in windows 2000

Is there a way in windows 2000 to lock the taskbar? I
hate to see users moving the taskbar to the side or to the
top of the screen.
 
I don't believe so.

Unless them moving it causes some functional issue, I would recommend getting over the hate. Too many other issues to
deal with.
 
Try the computer policies, there is one that disallowed changes to the
taskbar, perhaps positioning too.
