Locking recycle bin settings

I have disabled the Recycle bin for a number of my partitions. But for
some reason I have not identified, I often discover that this setting
has been toggled back to enabled.

- Where are those per drive settings stored in the registry? If I could
identify the relevant keys, a simple batch file I would run each time I
start my machine would make sure the settings are back to what I want.

- Is there a way to "lock" those settings, so that they don't get
toggled back to enable, possibly when I connect a usb drive or explored
my local network (which I suspect might be a factor).

Forgot to ask: anyway to protect those settings, short of restoring them
via a batch file?
