Locking Parts of a Document

I have a document with nine sections. Is there any way I can lock the
Headers and footers in the document so that users can enter text, etc, but
cannot access the headers and footers?
Also, what is the best way to lock the first section so that users cannot
type over the TOC, but must update it properly?

You may be able to get some help from

think what you're facing here is a user education issue.
