Locking down user account pictures

I have an XP machine using the Welcome Screen. I need to be able to prevent
a user from changing his/her user account picture. Does anyone know how to
do this. Thanks in advance for any suggestions.

Prevent access to Control Panel, or to the NUSRMGR.CPL Control Panel applet.

Thanks, Doug.

I added HKCU\Control Panel\don't load\nusrmgr.cpl = No to the registry for
the user. This removes the applet from the control panel, but it doesn't
prevent the applet from opening if the user clicks the picture in the Start
Menu. It looks like I'll have to remove the user's permission to the applet
file itself. Is there any other way that you know of to accomplish this?
