Locking Down the Admin Password

I'm looking for suggestions/info for locking down the
password for my domain addmin, so that only myself and
one other person can change it.

Kick everyone but yourselves out of the Domain Admins and Administrators
groups? Create administrative accounts for your other person and yourself
and don't let anyone else know the passwords?

I'm not sure I'm following your question entirely - this is pretty simple
