Locking down desktop icons

We are trying to lock down the Icons on our company computers. The
operating system is Win 2000 pro. Is there a way to do this so that
the employees can't move them around the desktop?

Use a mandatory profile:

This effectively flags the user profile as read-only, so any changes made by
a user can't be saved.
