Lock desktop icons

Windows vista - is there any way to lock the desktop icons?

What I do is, when the icons are where I want them, I right click on
any empty place on the desktop and select "refresh".

I think what I am looking for doesn't exist as a vist option. As I remember
it I think Windows 98 had a provision for locking the icons in position. I
don't see it on XP.

Thanks anyway.
