Locked User Folder in 'Documents and Settings'

I have several folders under Documents and Settings in Windows XP Home
that no user account can access. They are more or less locked from
everybody including admins. They show up in explorer and are clearly
still there.

I have files in those folders that i'd like to access.

These users use to exist, but i had to reinstall windows, which wiped
out all user data. The folders remained, which is good, but i can't
access any files in them.
