Locked form and adding a line

I have a locked Purchase Req template form where there are 10 lines in a
table with 4 columns all with fields in them. Most of the time the 10 lines
are sufficient for all users but some require adding additional lines. Users
can't copy and paste the line above because the form is locked? Any
suggestions how they can add their required additional lines?

you want to place that formfield (text, maximum size unlimited or any
reasonable number) into a table cell. Then your users can type as much
as they want, and the table cell will grow to accommodate all content
that fits into the field.

Usually, that's a nightmare for many forms, so the table rows have a
fixed width, but if you don't need that ...
