Partially Locked Form?

Is is possible to create a form that is partially locked? Eg. Page 1 & 2
with locked text form fields and Page 3 is normal where user can insert file
and pictures? I have a situation that we want to allow user to insert file
and pictures for additional information, but once a form is locked, option to
insert is denied. I tried using a continuous section break and a dotted line
with end of protect form appears. Yet, once it is locked, the tab will not
even go to page 3.

Did you make sure that the inserted section was not protected? If so, it
would allow free editing (but some options, such as spell check, will still
be unavailable). If you need details on how to accomplish this, state your
version of Word.

I am working on Word2002 SP3. I would like to get details on how to create a
new section that is not proteected. Thanks.

From Word 2003 Help online:

1. On the Tools menu, click Protect Document.
2. In the Protect Document task pane, under Editing restrictions, select
the Allow only this type of editing in the document check box, and then
click Filling in forms in the list of editing restrictions.
3. To protect only parts of a form from accidental changes, click Select
sections, and then clear the check boxes for the sections you don't want to
protect.
Note To protect only parts of a form from accidental changes, those parts
must be in separate sections. (On the Insert menu, click Break to create
section breaks.)
4. Click Yes, Start Enforcing Protection.
5. To assign a password to the form so that others don't accidentally
change the form's display content, type a password in the Enter new password
(optional) box, and then confirm the password. Users who don't know the
password can still enter information in the form fields.
