Locked documents....

This is all new to me and I am trying to set up correspondence documents for
my office where the template is locked and another user just fills in the
fields available, such as text boxes, drop downs and check boxes, but what if
someone wants to bold a word, underline something or cut and paste bullet
points from another document into a text field?

Is there a way to get around setting the exact text type, size, etc. for a
particluar area, such as in a comments area, but still allow the document to
be locked?

You can have unlocked "sections." This is a term of art and does not just
refer to a part of thedocument.

What you are talking about is what Word calls an "online form." Check this
