lockdown for internet only

i was at microcenter and they had setup a user account for internet
access only. no other capability was possible for use. if i create a
user account, how can i modify with local security policy the ability
to create this. reason being so when friends come over i can have this
account and they cant snoop around and only view the internet.

Might I suggest telling your friends NOT to snoop around on your
computer? If you do, and they snoop anyway, then might I suggest you
get new friends?
