Lock Outlook Folders from being moved or deleted

I have regular calls from users who have deleted a folder within outlook
(usually the spam folder which then of course stops the spam rule taking spam
out of the inbox). Is there any way to allow users to 'lock' their folders to
prevent deleting and moving (esp by dragging and dropping somewhere else)?
This is for Outlook 2000 and Outlook 2002 (XP) but info for 2003 and 2007
would also be interesting if it is different.

Nope, you can't do this but Outlook 2003 and 2007 have a native Junk E-mail
folder which cannot be deleted.

Thanks Victor but there are a few reasons why that is not practical:
1) We do not use an Exchange server but rather pop server
2) I would also like users to be able to 'lock' other folders.

This is for Outlook 2002. I would rather not be forced to upgrade Outlook
companywide just for this.
Also although the spam/junk folder is the most frequent folder affected by
this problem, it occurs to others as well.
Particularly while mail is being received and rules being applied, I have
noticed this myself. Just clicking (quickly) on a folder while
downloading/rules then moving the mouse (with mouse button released) causes a
folder to be moved in Outlook 2002. Part of the reason why I personally now
use "The Bat!" - but the outlook alternative is not a choice available for
all users.

Does anyone else have any ideas? registry keys, vbs etc?

Nope, the end user has full control on his/her own mailbox. Thanks for the
suggestion. Locking a folder or even the entire folder structure might be
handy when having "shaky" hands too.
