Lock out users from db

I am trying to find the easiest way to have Access open to a switchboard and
block the users from accessing anyother functionality in the database (i.e.
create, change, tables, queries, etc). Essentially, they only need to
access and see what the switchboards allows them to see and use.

You need to apply User Level Security (ULS), disable the bypass (shift) and
F11 (show database window) keys and provide custom (limited) menus. These
are far from trivial tasks, ULS alone demands lots of reading and patience.
The MS FAQ on Access ULS is essential reading, there's a link on my web

You can use Tools - Startup and limit the options that they have. I'm not too
sure if that's exactly what you're looking for?

This can be easily defeated, it depends how secure you'd want it.
