lock on line numbers per page

Hi,

I need to have 24 lines per page on my docucment. When I insert the line
numbers and start my typing, some of the pages hold 23 and other 24 lines.
How do I lock it at 24 lines per page no matter what!!!

please help! This is frustrating!
