'lock down' a global distr. list

Is it possible to 'lock down' a global distribution list so only certain
people can use it?

We have a distribution list that includes everyone in our Operations
facility. However, we want only managers to be able to send to this email
address as opposed to an entry level employee sending an email to the entire
floor. Is this possible?

Obviously I do not know what I am talking about and am trying to figure it
out. Though I appreciate you providing this information that still does not
assist me in where I need to look for this answer. Where can I ask an
Exchange question?
