There are 3 things that need to be in place for this to work.

1. Lock the cells Format -> Cells... -> Protection (locked or unlocked)
2. Protect the sheet Tools -> Protection -> Protect Sheet
3. When protecting the sheet Uncheck Select Locked Cells

By default all cells in a worksheet are locked when sheet protection is
enabled.

It is up to you to decide which are to be locked or unlocked when the sheet
is protected.

Format>Cells>Protection is where you would change the "locked" or "unlocked"
status.

Select A3, C6 and F6 and unlock them.

Then Tools>Protect>Protect Sheet

Note the selectable options under "allow users to" when protecting,

Uncheck "select locked cells"

Tab key will move you through unlocked cells.

Do not use ENTER key.
