lock a table

i have a table that i use as a drop down list. someone went into the table
and made a change. i do not want anyone in this table is there a way to lock
it?
 
Users should only be accessing the database from a front-end, with
appropriate forms/reports for them to use. The back-end should be kept on
your server share, and not available to the users.
