Lock a file or folder

Not exactly. You can use file permissions to allow or deny user access to
files(same as "locking" the file) or you can zip up the files in xp and use
the password protect option for the zip file.
You can also use the private folders option on the my documents folder and
its sub-folders, which "locks" other users out.

WinXP's file security paradigm doesn't rely on, or allow, the
cumbersome method of password protection for individual applications,
files, or folders. Instead, it uses the superior method of explicitly
assigning file/folder permissions to individual users and/or groups.

How would I lock, or password protect a file, or folder
in My Doc. / My Pics.

You need third party software to do this.
Otherwise you could make the folders 'Private' via the Properties of
the folder so no other users can look at them.
