Locate Link Browser

I can no longer click on links in my outlook and have them take me to the
designated site. A window comes up saying "Locate Link browser" and i cannot
find internet explorer anywhere. Most of the time I can just copy and paste,
but the "tell me more" type of links dont have that option.

When I hover over the link it says "blocked: www.websiteexample.com"
