Locate Link Browser window?

When I click on an internet link in an email in Outlook, instead of opening
Internet Explorer and taking me to the link, a 'Locate Link Browser' window
opens for me to save the link. After I close this window, I can click on the
link and go to it. What is going on? Why doesn't the link work the first
time, anymore?

Because of a corruption in your Internet Explorer settings. Either point the
window to IEXPLORE.EXE or in reset your web settings;
Control Panel-> Internet Options-> tab Programs
