Locate Link Browser box appears Web link in email Otlk 2002

I have Outlook 2002 all office updates are installed. NOw when I attempt to
go to a web link from an email, I get : Locate WEb Browser dialog box and
does not leap to the link. Outlook opens by documents listing instead. I ran
the solution for Outlook 2003 but the default command keeps rechecking itself
in the DDE checkbox as soon as I remove the check box mark and close out the
Actions box.
