Locate Link Browser

Hi there, I have been using Outlook for quite a while now and it has been
fine, until just recently this "Locate Link Browser" window keeps popping up
when I click on a link in my email messages. I don't use browsers mentioned
in the KB regarding this problem, in fact, IE is the only browser on my
computer. I tried different methods, such as the DDE, registry, reset Web
settings, and reinstalling Outlook. Is it something to do with recent patches
that the windows update provided?
