Localization of forms is problematic.........

Can anyone please explain to me the process of form localisation? Are there
any tools that will extract all strings from all forms in a project (so they
can be sent for translation) and then import them into the project again
(with the appropriate Locale setting on the form).

I have string literals more or less under control locale-wise, but the forms
seem to me to be a bit of a headache. Our translators don't use visual
studio, so cannot edit the forms directly.
