Localised versions upgrade

Can I upgrade a localised version (eg French-France) of XPProSP2 to an
English-UK version of Vista Business?

No. No version of Windows has ever supported a change in languages as part
of an upgrade installation. The upgrade must be done in the
currently-installed language.

Thanks to you both - your answers confirm my suspicion. I'm intrigued, though
- if the entire OS is replaced, what difference does it make what language
version is installed?

its not exactly replaces.. its upgraded.... you said you want to upgrade..
that means you install one
OS on top of the other so that you retain all your programs and settings...

MS has made it so that you cant change the language in this case...

HOWEVER have in mind that it is possible if you get the ENGLISH version of
Vista to find (if you can)
a MUI pack (multi language user interface pack) that will enable you to
select which languages you want
vista to be in. At least this was the case with XP...

however for some strange reason, they did not sell MUI packs nor give them
free... they was given only to
OEM system builders.... (this was the case for XP, I dont know what they
will do with vista)

Vista uses a different way of upgrading than previous versions of Windows.
In simple terms, the process is:

1. Read through the registry and make a "todo" list of any installed
applications and settings.
2. Move everything on the partition into "Windows.old."
3. Install Vista.
4. Recognize and install peripheral drivers.
5. Install applications from the "todo" list.
6. Update settings from the "todo" list.
7. Move documents from windows.old to appropriate directories.
