Localhost web server not found by FP2003 first time after starting FP. OK second time.

When I close down FP2003 and then restart it, the first time I try to access
a local web I get this error message:- "Could not find a Web server at
'localhost'. Please check to make sure that the web server name is valid and
your proxy settings are set correctly. If you are sure that everything is
correct, the web server may be temporarily out of service." When I OK the
error message and try again from File > Open Site or File > Recent Sites,
the localhost web opens up OK. This behavior is quite consistent. It
happens if FP starts by trying to open the last web open, or if it starts up
with a blank page (because I closed it down with no web open) then I try to
open the local web. Is there a setting, maybe under Admin Tools > Services,
that would make it start up OK?

Any help gratefully received.

Under Admin Tools make sure the IIS is started.

Yes, Thomas - IIS Admin in Services is started and is set to start
automatically. Also, when I look in Admin Tools > IIS > Web sites, the
local root web shows Running, under state. I'm puzzled. Thanks for the
suggestion and thanks for any more input you may have...

You may need to create "hosts" file.

However when you open FP, enter the location as one of the following:

http://localhost
http://127.0.0.1
http://machinename
