Local users and Groups error

When I try to expand the local users and groups in
Computer management I cannot. There is red X on it and
it says "cannot access computer" anyone have an idea?
 
If this is XP Home, this is not available.
If this is XP Pro, has this ever worked?
 
It is XP pro and it worked at one time
