Local settings folder

Why does my 'Local settings' folder keep defaulting to 'Hidden'. I change
it and all sub folders and files to non-hidden but they go back to hidden.

Because it is a designated system folder whose attributes you cannot alter.

But why does Windows want to hide the internet history, temp and temp
internet files from me?
Paranoia?
 
It doesn't want to hide it from you, it wants to keep the casual user from
trying to mess with the system folder set and screwing up the installation.
A measure of protecting the user from himself.
