Local Profiles / GPO Conflict

I have several proxy settings in the default GPO that I want on each
computer. All computers/users seem to have adopted these settings
except for those logging onto two specific computers. There, the
registry settings from NTUSER.dat are overriding the domain policy.
I've disabled the Local Policy object, and I've tried
deleting/refreshing/rebuilding profiles on the computer, but the wrong
proxy settings still appear.

Gpresult tells me that there is only one policy being applied, that of
the default domain policy and gptool says it is receiving everything
fine from one of the servers. Fazam sees the right policy being
applied, but when I mythically move a user around and analyse the
policy settings the proxy settings are non-existant.

I thought that NTUSER.dat was supposed to be rebuilt by the group
policy. Does anyone have any good sugestions for addressing this
issue?

Hello, you can try take use of the follow policy

Computer Configuration\Administrative Templates\Windows Components\Internet
Explorer\Make proxy settings per-machine (rather than per-user)
