Local printer installation

Is there any way to allow a user to add local printers
without making them an admin or power user.

To install or to modify a local printer, you must have either of the
following privileges:
a.. You must be logged on as an administrator or a member of the
Administrators group.
b.. You must be a member of the Power Users group and have the Load/Unload
Device Drivers privilege, which is a Group Policy setting
