Add Local Printer without being a Power User

We have locked down our laptops.
Laptop OS is XP Pro and they connect to Server 2003 domain.
One thing users cannot do is add a local printer, but we want them to be
able to do this.
Does anyone know if theres away to enable users to add local printers
without adding them as an Administrator or a Power User?

Microsoft have a Technet articale (297780), which says you cannot.
But does anyone know if theres away around this, or perhaps a third-party app.

Non administrators are not allowed to add new printer drivers.
Non administrators ARE allowed to add printers.

To accomplish this:
-Install all required printer drivers as admin
-Have each power user add printers as they need to access them.
