Local policy Settings

I started up XP and joined it to a domain. I go to local security policy and
try to change to policy settings are all greyed out. I'm logged on under
local administer. Also it shows set policy and effective policy. Where does
the effective policy setting come from. We don't use domain group poliy
settings, we use just local gpo's.
Also when I go to change the local admin password it gives me some issue due
to password requirements. How can I change these requirements. I'm logged
on as local admn.

Although you are logging on as a local admin, are you still signing on the
network, meaning, is your domain account a local admin on that PC? If so,
I'd say that the domain does indeed have global polocies in place to restrict
this.
