Local policy settings

Hi all. I was wondering if it was possible to do a few things with
local policy such as

- enforce settings for visual effects (like fade or slide menus into view)
- apply a saved or exported template of local settings to the default
user profile in a way where if anyone logs into the machine on the
domain, they would have those settings applied to their profile.

All help appreciated. Thanks.
