Local policy does not permit you to logon interactively

Now that I have successfully logged on through the
network, what I see is two subfolders inside the policies
folder, which is inside the SYSVOL folder. What do I do
to restore local policies for local users?
 
Ntrights.exe from RK can be used to add the 'Log On Locally' right remotely.

Would I have to install admin packages from Server CD on
the client computer to run it?
