local policy and logons

I noticed on one of my XP clients that we cannot logon on to it unless it is the acutal user of that machine, or an administrator. When we attempt to logon to it using another users logon credentials (not with Admin rights), a message pops up that says "The Local Policy Does Not Allow You to Logon Interactively". The settings in my local group policy are pretty much all greyed out. How can I fix this so that anyone who wants to logon to this PC, can do so using their own credentials?

Log on with a local administrator account. Go to Administrative Tools/Local
Security Policy - expand Local Policies and click on User Rights
Assignment. In the left pane double click on Log on locally. You can then
add both local and domain user accounts.

Also, check the entry for 'Deny logon locally' and make sure that no
accounts are listed which you want to be able to logon locally.
