Local IIS Server on workstation needs admin rights?

Hi,

We have on our office here for some users an local iis server running for
some development etc. All workstations are a member of the SBS2003 domain
controller.

The user that is logged on to the workstation needs administrator previliges
to work properly with the IIS server that is installed local on the client.

Is it possible to give the user special rights for accessing and managing
the local IIS server other than making the user administrator?

Not sure (and I just searched google and can't find much of use). However,
if this is a development box, some thoughts:

a) it shouldn't be on the LAN - it should be on a lab network, and the user
should have a 'real' workstation for daily use
b) the user should be given admin rights to the dev box

The users are working at an own workstation. They are allmost the only
person in the organization that work on that pc.
I already give them administator permissions so that they can do their work.

My question is....is there an other solutions then giving administrator
previliges instead?
