Local Group Policy

How do I prevent a user other than the administrator from having access
to edit the Group Policy (i.e. gpedit.msc, etc.)

You can either restrict access to the mmcs that you want people to run(hard
way) or simply change the Group Policy related security group membership to
only include who you want to have access
