Local admin rights?

Hello-
Basic question here. I hope I don't offend anyone with my ignorance. :) I
have a client who is running a Novell & WinNT (yes, I know) server
environment. Users log onto Novell, then into Windows. (If the passwords
match, Novell logs them into both areas at once)

How do I give a user local admin rights to their machine? (Win2k/XP
workstations) These users at this location can't install software, use
Windows Update, etc. The only requirement is that the user can't have access
to the C: drive of another's machine. (i.e., \\machine-name\c$)

I can't figure out how to do this with a WinNT4.0 DC.
