"Local" Admin Cannot Assign User/Group Permissions

I have an Access 2000 Workgroup Administration file that encompasses several
databases. I have created separate Admin groups for each app, and have
granted some power users complete Admin rights to their database and all
objects. However, they are unable to modify any User/Group Accounts or
Permissions settings for other users.
TIA for any assistance you can provide.

They need to be a member of the Admins group to do this.
