loading security patch

I am trying to load the security patch for the Blaster
virus and I receive the message that the file is linked to
missing export NTDLL.DLL:ntshutdownsystem. It then says
that windows cannot access the specified device and that I
may not have appropriate permission to access the item.
What does this mean?
 
I'm having the same problem and I'm pretty sure I'm not
downloading the wrong version.
Anyone else have a suggestion?

Maybe you've got the worm allready? Look in Taskmanager, tab Processes, for
msblast.exe.
If it's there, kill it, then try to install ms03-026.
