blaster worm

I downloaded the blaster patch and at the end got this
error message

The Win 2000-KB823980-x-86enu(1).exe file is linked to
missing export ntdll.dll:ntshutdown system.
Windows cannot access the specified device, path, or file.
You may not have the appropriat permission to access the
item.

Does any one know what this means?
 
Do you have a W2k or XP-box? W9x and ME don't need this patch.
