I want to load programs into windows 2000 that all users that login to
the computer will have access to.

For example I want all users to have access to:

The Wireless Network card and the internet
Microsoft Office
Adobe Acrobat

Do I just load theser programs onto the computer as Administrator
logged on onto the local computer?

Also, the users that will login will login to a domain and will be
authenticated through it, not the local computer, so the username and
passsword will NOT be stored on the local computer

All these should be usable by your users/domain users. Install Office &
Adobe while logged in as an administrator (for Office, I suggest using a
custom install to make sure that all components are set to "run all from
this computer".
