"Loading Peronal Settings" Stalls for 20 Seconds

From a cold boot, when I first log into an account, "Loading Personal
Settings" is displayed." During this process, there is the majority of
hard drive activity for the process, then there is a period of about 20
seconds where there is no hard drive activity at all, then a small burst
of hard drive activity and then the desktop comes up. This does not
occur after one account has been loaded after a cold boot, i.e. if I log
into my user account, there is a 20 second stall, but if I log out and
then back into the user account or the admin account, there is no stall.
What is causing this 20 second stall, and how can I stop it from
happening? Thanks!

Right-clicking my drive, properties, Tools, Error-checking, then
checking both "Automatically fix file system errors" and "Scan for and
attempt recovery of bad sectors," clicked the Start button, restarted
PC, ran scan, seems to have fixed it.
