I delete the Links folder under Favorites (right-clicking on it and chosing
Delete), but it keeps coming back. Is there a way to get rid of this
permanently?
You can hide it, but not remove it:

I personally find it very, very useful. I don't know why people want
to remove it. I use it to keep links to things that I am currently
working on.
After I tested the above I couldn't find a way to get the Links folder
back. I finally found a hint on the Internet. The secret is to right
click Start, select explore. This opens C:\Documents and
Settings\username. Select the Favorites folder and right click the
(dimmed) Links folder and uncheck "Hidden".
