Links don't open "full", they need to be expanded

Why is that when I click on a link, the window only opens
1/2 screen? Is there a command that i can use to stop
this?

Windows remembers the size of the last Normal IE window closed.
Open such a link.
Don't use the maximize button.
Stretch the edges/corners so that the window fills the screen.
Close all other IE windows.
Close the stretched window.
