Linking Spouses

When adding spouses as separate contacts you can link them
by adding the spouse's name in the "contacts" field in the
bottom left. Is there a way to default that when you add
one of their names in the "TO" or "CC" fields, that the
spouse will also appear or you're prompted with the option
to add them?

No, nothing like that is built into Outlook. What you might do is create a
small distribution list and use that to address your messages to both
spouses.
