Linked Oracle table is repeating data, why?

I am linking an Oracle table and when I open the table in access, the first
row is repeating for all rows. The right number of records are present. Any
ideas of what the problem is?

This is basically a primary key issue. I had it once, too.

I can't remember the details, but afaik you have to ensure that
Access/Jet knows the primary key of the table. So simply open your
linked table in design view and set the same field(s) as the primary key
as you have in Oracle.
